Born in Los Angeles, Phil graduated from Yale University and trained at The Groundlings Theater. He rose to fame as an original cast member of MAD TV and is renowned for roles such as “Hermes” in FUTURAMA, "Marvin" in PULP FICTION, “Green Lantern” in JUSTICE LEAGUE, and as the voice behind SAMURAI JACK.

With a career spanning over 30 years, Phil's contributions to TV include STATIC SHOCK, FAMILY GUY, THE FLASH, LUCIFER, and VEEP. He's also recognized in films like INCREDIBLES 2 and THE LION KING (2019), and in video games like FORTNITE and the METAL GEAR SOLID series.

On stage, Phil has performed with The Actor’s Gang and Sacred Fools Theatre. He's notably played “Cowboy Curtis” in "The Pee-wee Herman Show" on Broadway and in its Emmy-nominated HBO special.
